Where the rubber meets the road, it's completely unacceptable for the government to tease entrepreneurs with grants whose application process, end-to-end, ends up taking the greater part of a year. By the time the grant is approved the company could be kaput! Some government agencies do a really good job offering QoS guarantees on processing time: for example, the passport guys at ICA really get the job done.
