		<description>Unfortunately, the majority of our government agencies &lt;b&gt;did not&lt;/b&gt; design their grants with start-ups in mind.  There&#039;s also a pervasive attitude of &lt;em&gt;you-tell-me-what&#039;s-your-plan-and-let-me-think-about-it&lt;/em&gt;, instead of &lt;em&gt;how-can-I-make-it-work-for-you&lt;/em&gt;.

Where the rubber meets the road, it&#039;s completely unacceptable for the government to tease entrepreneurs with grants whose application process, end-to-end, ends up taking the greater part of a year.  By the time the grant is approved the company could be kaput!

Some government agencies do a really good job offering QoS guarantees on processing time: for example, the passport guys at ICA really get the job done. Other agencies work more like Wireless@SG: the signal is strong but there&#039;s no DHCP response....</description>
